COMMUNITY POLICE: The presidential directive to the IG on community policing was pursuant to Section 215(3) of the Constitution of the Federal Republic of Nigeria 1999, as amended and Section 10(1) of the Police Act Cap. P19, LFN 2004


In some countries, security is elementary. The basic and the ideology of security is caring for others and protecting them without expectation of any form of pay back, return or profit.Moreover, security is a non-profit and voluntary act. It is very important that we secure life and property anywhere we are in the world today.National security can not be compromised. The division of National security should be emphasized because centralized security remain the best in the systematic approach.The implementation of State police  policy is not enough to reduce crime rate because it have limited force recruitment to combat a high percentage of crimes which can only be reduced by the federal government.Nowadays, security has developed a feeble approach to crime; we don't have the tendency to manage crime rate in our community.Furthermore, community police has been existing since the formation and implementation of National security of the National Constitution act ...We ignored the basic of the National security which is Community Policing.We should always remember that the communities makes the state and the federal.It is very influential when it is neglected or considered.Community policing can not be over emphasized, it operates from the local to the federal level of centralized power.Crime rate is reduced by 75% when community policing is highly considered.25% of the reduced crime is as a result of bad management in the civil service; the inability to monitor, supervise and fund implemented security policies.The origin of the word ‘police’ has been derived from the Greek word ‘Polis’, which means “thatpart of non ecclesiastical administration having to do with the safety, health and order of thestate” (Ehindero, 1998: 1). Historical facts showed that the origin the “police force” is a recentdevelopment, but “policing” is not, because the latter was a necessary societal collective measureto protect themselves (individually or collectively) or to control the wrongdoing tendency ofsome members; thus has been in existence for ages (Reiner, 2000; Alemika & Chukwuma, 2005;Oluwaniyi, 2011). In Nigeria, volunteers for traditional policing formed themselves into whatwas referred to as ‘yan banga’ or ‘ode adugbo’ (street vigilante group), which still exists in mostparts of the country today. But the emergence of the state vis-à-vis the need to protect the state(political elites) during colonial rule necessitated the establishment of the police force(Oluwaniyi, 2011).Police force is the most powerful constitutional organ among law enforcement agencies inNigeria. The overall operational control of the Nigeria Police Force is vested in the President inaccordance with the 1999 Constitution and the Police Act (Rauch & Spuy, 2006). As stated inthe Section 214 (1) of the 1999 Constitution of the Federal Republic of Nigeria,“there shall be apolice force for Nigeria, which shall be known as the Nigeria Police Force, and subject to theprovisions of this section no other police force shall be established for the Federation or any partthereof”. The Police Act (2009) also states that, the Nigeria Police Force is vested with suchresponsibilities as: the protection of life and property; detection and prevention of crime;apprehension of offenders; preservation of law and order; the due enforcement of law regulationswith which they are directly charged; and performance of such other military duties within andwithout Nigeria as may be required of them by or under the authority of any other Act.

HOW TO FIGHT TERRORISM IN NIGERIA

Terrorism is a result of psychological problems developed by environmental influence of individual.
The environment is highly influential; Poverty environment is a major cause of terrorism today.
The number of young men and women engaged in terrorism is directly proportional to poverty rate, resulting to high terrorism. So, environmental influence is  the key to eradicate terrorism.
That is :
 Poverty + HUMAN = Human with Mental illness
POVERTY + Human with mental illness = Terrorism
When people are already faced with poverty, they can be so despirate to get out of it. This could lead to terrorism. So, we have to take note of Poverty when fighting terrorism today.

The Nigerian Army on Monday said its troops killed five Boko Haram insurgents in a clearance operation at Anadawa village in Borno.Brig. Gen. Texas Chukwu, the Director, Army Public Relations, disclosed this in a statement issued in Maiduguri.
Chukwu said that the troops engaged the insurgents following a tip-off and recovered arms and ammunition.
“Troops of 112 Task Force Battalion deployed in operation LAFIYA DOLE on June 30, while on clearance patrol to Anadawa village of Borno, neutralised five Boko Haram terrorists following a tip-off,” he said.
Chukwu said the troops recovered one AK 47 rifle; one magazine; four Dane guns and rounds of 7.62mm special ammunition.
The army spokesman also disclosed that the troops repelled an attack coordinated by the insurgents at Banki in Bama Local Government Area of the state.
“Unfortunately two civilians lost their lives while three others sustained injuries,” Chukwu said, adding that one AK 47 rifle was recovered from the terrorists during the encounter,” he said.
He also said that 32 Boko Haram insurgents had surrendered to troops in various locations in Borno, and were being screened and would be handed over to the appropriate authorities.
The army spokesman advised members of the public to report suspicious persons, movements or activities to the Law Enforcement Agencies
